Take a mixing bowl. Add cabbage and onions. Now add besan, rice flour, ginger paste, garlic paste, salt, red chili powder, turmeric powder, chat masala and methi leaves.
Add water and mix until pakora consistency is reached.

Heat oil in a wok. Drop the dollops of the pakora mixture with the help of a spoon.
